Why do you need more than one shortcut?

When these shortcuts are on the desktop and I click on them, they
turn gray and nothing happens. Clicking on the icons that the
shortcuts were created from Outlook opens just fine.

What target(s) do these shortcuts use?

I didn't mean to imply that there were two shortcuts at the same time. I
just tried two different shortcuts while diagnosing the problem.

The target is Microsoft Office Professional Edition 2003.
