OL 2007 -- address book sorts
Most seem to realize that almost all changes made in Outlook configuration
require a restart to take effect.

almost always true when I make changes in Outlook. Perhaps you could add
that as a final step when suggesting changes. Once (for another Outlook
problem) I had to completely reboot the machine.

I have tried removing and shifting fields in Contacts, which doesn't
help,

even though the phone list is sorted by File As (in alpha. order A to
Z),

address book itself persists in listing by first name.
