Outlook does not have this but using the Office document "Send to: Routing Recipient" may come close (don't have 2003 here at the moment so the dialog may be off a bit.

After furious head scratching, Jane Corradetti asked:

| "routing" for the document. The routing set up the sequence for
| sending the document and as the document moved from person to person,
| the originator got an email telling him where there document was.

| and send to next person" or "reject and return to originator."
