My recommendation:
1. Uninstall all Norton software via Add/Remove Programs.
2. Enable the Windows Firewall.
3. Run this removal tool:

4. Immediately install the 30-day free trial version of, e.g., NOD32* or
KAV7**
5. Manually update your new anti-virus application then run a full system
scan.
Do your problems persist now? Can you get a refund from Symantec for
breaking the functionality of your computer?

runs out!]

The problem is coming from Norton Firewall. The new patches have
trigger something that Norton Firewall does not like. When I turn off
the Norton firewall and use the regular windows firewall both Outlook
Express and IE7 work fine. Norton Firewall on they both fail.
I'm experimenting with the Firewall setting trying to figure out how
to get Norton to work.

YES, I did uninstall the patches and it had no impact.
