Actually the solution is very simple. For some reason OLE32.DLL is
unregistered. You should run this command:

regsvr32 C:\WINDOWS\system32\ole32.dll

I had the same problem with dragging attachments and after registering
the COM server OLE32.DLL everything worked normally.
