The first thing I'd do is to delete the (usually hidden) file
%UserProfile%\Local Settings\Application Data\Microsoft\Outlook\outcmd.dat .
The next things I'd do is create a new mail profile by deleting the registry
key
HKEY_CURRENT_USER\Software\Microsoft\WIndows NT\CurrentVersion\Windows
Messaging Subsystem\Profiles\Microsoft Outlook Internet Settings and then
using the Mail applet in Control Panel to create a new profile.
