Default Errors in Outlook Express since Windows Update April 2007

I run Windows XP with Norton Internet Security 2006. I have multiple accounts
under Windows. Since Security fixes KB930178, KB931261, KB931784, 932168
have been installed on my PC I have been experiencing the following problem.
When I start my PC and log-in to a user Outlook Express works fine. But when
I log out and log-in to a different user Outlook Express fails with error
"Protocol POP3, Port. 110, Secure (SSL): No, Socket Error: 10061, Error
Number: 0x800CCC0E". If I re-startmy PC then again Outlook Express works for
the first user only.

Any help greatly appreciated
