Default Outlook and Mail Redirection

I have recently been trying out the redirection rule with Outlook 2003
(connecting to an Exchange 2003 server system). I had heard it had problems,
and this was quickly confirmed. When I set up a redirection rule, I found
that the mail arriving at the rediected address always had only one entry in
the To field (my redirected address) and none in the Cc field. This was the
case even if my account was only one of a number of recipients on the
original, and even if my address was only originally in the Cc field.

This is highly unstsfactory for a serious email application. There is a big
difference between getting an email asking for something to be done as the
sole recipient, and as someone on the Cc list. And being in a University
environment, redirect is not an uncommon requirement.

My searching has revealed that this is a known problem. Does anyone,
however, know a decent workaround? Is the fixed in 2007 versions of these
products?
