I'm using Outlook 2003 (11.8118.8107 SP2) and am having the same problem.
This is a new laptop with no add-ins. The two empty folders (Outlook Contact
and Outlook Calendar) are created (not always) when I execute “saves as”
command to store html version of a Outlook message. The two folder are
stored in the same directory of the "saves as" command. any idea ?
