You can't choose the week Outlook displays at the top.

If the default start date or week cannot be changed, can the system
be set to remember the last monthly view displayed and revert to that
view after leaving the Calendar and returning?

Outlook seems to remember when I do it. Can you describe in detail what you
do that does not work?
