So are you running Outlook on the remote host or are you running
Outlook on the local host? Looks like you are running Outlook on
the host which doesn't have the message store (i.e., the .pst
file).
Outlook was not designed to access it *local* message store on a host
other than where Outlook is installed and loaded from. Some users try
to put their message store on a networked drive but a loss in
connectivity doesn't result in a graceful close of the file on the
remote OS. Those users can end up with corrupted .pst files.

Since you are using Citrix to connect to the remote host, why not run
Outlook on that remote host where is the "local" message store for
Outlook installed on that host? You'll run Outlook on that other host
and see Outlook's display on your local host.
