Dell Gen 4,Win XP Pro,OE6,IE6 sp2

When I try to open a PPS file recd with email I get: No program associated
with this file. Please create an association in Folder Options

When I open OE 6 there is a tool bar just above the Ourlook Express bar with
buttons: "Spam Not Spam Configuration".

I have disabled Spam settings ini Kaspersky , have unchecked everything in...

How can I disable this splash screen?

I have never seen it before.
It just appeared after I reinstalled my OS this week.
