How can I get the modification time of an attached file?

I want to write a script that will delete my local file copies of
attachments. However from time to time I take notes or make edits to the
original, and there fore don't want to delete those files. The best way would
be to then compare modification times and keep those that are newer. Any help
would be appreciated.
