Default Macro to cause "WEB" navigate in Outlook

I'm looking to do what shoudl be a simple macro.

You can manually open the WEB toolbar and enter a URL - the page is opened
in Outlook.

I would like to setup a VBA sub that does this programatically?

I have figured out the code to address and access the 'function' in Outlook
but now how to set the Address to go to.

Does anyone know how to basically have Outlook open a URL within Outlook.
