Default /altvba my_vba_file creates a new email with attachment of my vba.

My switch "/altvba my_vba_file" creates a new email with attachment of my vba
file in stead of starting Outlook and load my vba file in the switch.
what is wrong?
"C:\Program Files\Microsoft Office 2003\OFFICE11\OUTLOOK.EXE" /altvba
"c:\myProject.otm"

I've never seen that switch work, although a couple of people have said it worked for them.
