**cannot save an outlook form as *.oft file**

I have created a form but cannot save it as an oft file.
It is only allowing me to save as:
Text Only, Outllook Template, Outlook Message Format, Outlook Message Format
- Unicode and HTML.

I am using office 2003 SP3.

I am wanting to save it and then email it to a friend to install on their
computer who also use 2003.
Also can it be saved into Outlook 2007 and vice versa?

In Tools | Options | Mail Format, turn off Word as your email editor before
you design the form.
