Unable to access Organizational Forms Library
 
Our company has numerous forms in the Organizational Forms library,
however some users (Windows XP with Outlook 2003) dont' see any forms
at all.

The Organizational Forms listing is empty, and choosing Actions -
Forms - Choose Form results in the error "The connection to the
Microsoft Exchange Server is unavailable. Outlook must be online or
connected to complete this action."

The workstation is connected, and mail flows just fine. Any ideas? It's
all very strange.
