Can't change form and publish in OL2007
 

In Outlook 2003 (SMTP only, no Exchange) I could create myself boilerplate
messages by creating a boilerplate text message and publishing it as a form
in the Personal Forms Library, and I could go back and change the text if I
needed using the same method. This fairly simple way of doing things seems
to have disappeared in Outlook 2007. I can retrieve any of my existing
forms, but I can't change the text and save them back as the same form - in
fact I can't figure out how to save any changes at all...

Sounds like you might not have turned on the Developer tab, which has the publish form command. Tools | Options | Mail Format | Editor Options "Show Developer tab in the Ribbon"

Thanks, that fixed that problem. But having fixed that I have another
problem with these forms in OL2007. Any outgoing mail message that I create
from one of these forms sits in the outbox and does not get sent during a
Send/Receive, and the msg is shown in the outbox using a non-italicized font
rather than the italic font that outbox msgs are normally shown in. If I
open one of these messages from the outbox, there is no Send, To, Cc etc
buttons - it's as if the message is an already sent one, except that it
hasn't been sent. From the opened outbox message, I have to choose Resend
This Message, click on the Send button, and then I get a 2nd mail in the
outbox which is italicized and which can be sent, and I then delete the
originally created outbox message.

This problem only happens with mail messages created from forms, and it
didn't happen in OL2003. It's hardly an aid to productivity.

These are published message forms? You should not be using published message forms at all outside a tightly controlled environment such as an Exchange organization. You should be able to avoid the problems that published message forms create by using saved .oft files instead.

The possible bug aside, you simply should not be using published forms for Internet messages.

The most likely cause of the behavior you're seeing is that the form is designed with a specific location to save sent items and that location no longer exists. It may also be related to an add-in. For troubleshooting, start Outlook with the /safe switch and see if the behavior continues. Also look at the Options dialog for one of these "stuck" items and see what folder it thinks it should be saved in.
