Outlook 2007 blocks phone line

OS: Vista Ultimate x64
Office 2007

I did the following:
1. Outlook Contacts: I open a Contact
2. Click Call
3. Click the desired phone number
4. In the New Call: click Start Call
5. Click Talk
6. After the conversation, in New Call: click End Call
7. Outlook goes in No responding mode
8. In Task Manager | Processes: End process tree Outlook – Outlook closes down
9. I check the phone line: it is blocked, no tone.
10. The same after ten minutes.
11. I shut down the computer.
12. After a few minutes the monitor becomes black but the computer is still
working
13. I check the phone line: it is blocked, no tone.
14. After five minutes I push the computer’s start button
15. The phone is back to normal
Now this is happening each time I use the computer to make a phone call.
I reinstalled outlook at no avail.
Office Diagnostics brings nothing.

Is there a solution to this problem?
Thanks,
Dan
