Delegate import contacts into a 2nd user's contact list

Is it possible for user 1 to import an excel file of contacts into a 2nd
user's contact list?

User 1 has the abillity to view user 2's contact list. However, every time
user 1 goes to import, the destination list does not include user 2's contact
list.

You may find one of our contact import products of interest (will import
into any contact folder that appears in your Outlook folder list
and where appropriate permissions exist) -
