Change index tabs language

In Outlook 2007, how do I change the language (alphabet) of the index tabs in
the Address Cards view of Contacts?

Have you tried clicking on the little index card at the bottom of the letter
list and choose a character set.

I don't see an index card at the bottom of the letter list. However, there
is a region wherein I click and get a list of languages (apparently the
button is really there but its image is not drawn). But when I click one of
these languages, the contact-index area gets wider, but no additional buttons
appear.

Do you know what I can try next?

have you restarted outlook lately? Tried opening outlook with the
/cleanviews switch?
