what is File Access Engine (.FAE) DLL or ValuPak?

Trying to import contacts Saved As an excel 2003 version into outlook 2007. I
received this Internal Error: "An error occurred in MO Outlook translator
while initializing a translator to build a field map. Unable to load (.FAE)
DLL, additional outlook translators can be installed from the ValuPak".

How do I fix this?

FAE.Dll is something that dates back to the Office '97 era relating to Data
Access Components of the time (ValuePak is something that was available with
Access '97 if memory serves correctly). Does the Excel '2003 worksheet you
are referencing have some kind of internal reference to an external MS
Access'97 .mdb file by any chance (either direct or via VBA code)?

Alternatively, can you save the worksheet as a CSV file without any issues?
If so, just import the CSV file into Outlook instead. If not, this likely
isn't an Outlook problem but one related to contents of the Excel worksheet.
