Default Auto Contact builder

I know there is a way to Autobuild your contacts by having outlook save all
sent and recieved addresses but I just don't know how to enable that
Autobuilder option.

No there isn't. You'd need third party applications to do that.

Then why does XP do it automatically and Vista not?

What does the OS have to do with any of this? Outlook behaves the same on
both OS and does not have this feature despite your errant claim.
