I am trying to import my contacts from Outlook 2003 into 2007

Import/export process in O'2007 hasn't changed from any previous Outlook
versions. The real question is: Why do you want or need to import? Neither
required nor recommended. Simply open your O'2003 PST file in O'2007 and
copy whatever info you require from folders in that PST to your desired
target folders in your O'2007 PST.

To open an Outlook data file...

Open Outlook 2007.
File | open | outlook data file | then browse to it.
