Default Custom Categories OL2007 Migrate

We have multiple Vista machines running OL 2007 w/ Exchange Server. I have a
large number of custom categories that I have moved before using the export
registry key technique. Now I'm trying to set up a new user and there is no
category key in the registry under Office 12 like there is in Office 11. How
can I give my new user access to these custom categories?

What do you mean with that you have moved the custom categories?

Sometimes this works: On a machine with the Master Category List available,
create an e-mail and assign all of the categories. Send that e-mail to the
new machine and ensure that neither the sender nor the receiver deletes the
categories (OL 07 does that by default). When the message is received click
on the mailbox' properties and select 'Update to color categories', which
should add all categories of all items in the mailbox to the Master Category
List.

There's an addin (see link in my signature) that allows easy
importing/exporting of categories even between different versions of
Outlook. It can also add categories stored only within items to the Master
Category List.
