New Offline Address Book
 
I created a new offline address book in Exchange 2003 SP2 and Exchange
did create it overnight but it didn't create a public folder for it
like I told it to. What I want to do is have a public folder in
Outlook that is linked to an Offline Address Book so that it can be
used for mail merges.

An offline address book has no connection to the folders visible in the Public Folders hierarchy and is not available for mail merges as a public folder would be. Exchange does use a hidden system folder to store the OAB files.

Ok, so how do I create a public folder that has all of the addresses
in the GAL in it and that also automatically updates itself when
changes to the GAL are made ?

Nothing like that is built into Outlook. Maybe one of the Exchange administrators who hang out in the microsoft.public.exchange.admin group would have some ideas.
