Address Book V. Contacts
 
My Address Book is empty. Why? Should it have same names as in Contacts.
Contacts has all the names. How do I make it list by Last Name first ?
I am confused by Personal Address Book; Contacts and Address Book ?
Where can I get explanation/instruction ?

What version of Outlook are you using? The Personal Address Book has been
obsolete for a few versions (at least since OL2003, if not earlier). The
Outlook Address Book is a service that allows you to see the email addresses
stored in contacts as an address book.
