Default To Button Select Names GAL vs Contacts

I've installed Office 2007 and can't figure this out.

When I go to send an email message and click on the To button, the
Address Book dropdown is set at Global Address List. I want to set it
permanently to Contacts in the Outlook Address Book.

I have look at Tools==Address Book, but can't see how to make the
change permanent.

Default To Button Select Names GAL vs Contacts

When you are in Tools... Address Book, go to the Tools menu there and select
Options. The Addressing dialog should appear. Use the drop down marked Show
this address list first: and select your Contacts folder.
