Can I sort Outlook by categories then make labels by those categories, if so,

Sorting and make labels in Outlook 2002 SP3
Use the By Category View to sort your Contacts.

Do I use View, then customize current view, then sort, and only sort by that category? No. You cannot sort by Category. Category sort is meaningless and impossible
