For a mail merge, can I sort by category using Outlook contacts?

I want to mail merge in Publisher using a category within my contacts in
Outlook, but I can’t sort them by category. The field is not even listed.
How can I fix this? I know I could divide them into folders, but that would
make navigating my contacts more difficult. The category system really works
the best, it just needs to be able to merge properly and it’d be perfect.

P.S.

And starting the merge from Outlook doesn't help considering Outlook can only
merge to Word.

Can't be fixed. What I'd probably try is saving the document as an HTML file, and starting a merge to that document from Outlook. Whether it works will doubtless depend on the complexity of the Publisher document and how well it translates to HTML.

Group by Category - the field is the right most one in Phone List view (off
screen to right).

if publisher doesn't offer the ability to filter by category, create a view
in outlook that contains just the fields and records you need in the merge
and copy and paste into notepad. use that as the merge source instead of
outlook.
