Vcard file has phone number in it, but doesnt import to Outlook

I have exported a vacard from a CRM program, and want to import it into
Outlook. When I open the vcard with "notebook", I see the phone number.
When I import to Outlook, there is no phone number for the main number, but
the cell gets transferred.

What's wrong?

It works for me in Outlook 2003. For example, I have the following vCard:

BEGIN:VCARD
VERSION:2.1
N:Tester;John;;Mr.
FN:John tester
ORG:Some Org
TITLE:General Busybody
NOTE;ENCODING=QUOTED-PRINTABLE:=0D=0A
TEL;WORK;VOICE:+1 (616) 123-4567
TEL;WORK;VOICE:+1 (800) 222-3333 (Claims)
TEL;HOME;VOICE:+1 (616) 333-4567
ADR;WORK:;;1313 Dreary Lane;Hometown;MI;45678;United States of America

REV:20061201T024938Z
END:VCARD

Double-clicking this in Windows Exploer opens a Contacts form with the first
work number getting added as "Business" and the second geting added as
"Business 2". The third is added as "Home".
