Default Officewide "Global" Distribution List

I need to create a "global" distribution list with our contract employees'
contact information (they work outside of our home office". These contract
employees do not have access to our network.
I want anyone in our home office (network) to be able to add to this
distribution list, as we receive these contract employees "outside" email
addresses. And I want everyone to be able to see/use these addresses (hence,
the term "global" distribution list).
Does this make sense? Hope so...
The problem I have found is that anyone individual can add a new contact to
their outlook address book, but it is no available for all to see.

Post to an Exchange group for how to do this. It is an Exchange question,
not an Outlook question.
