Default Contacts sorted last name,email addresses not how to sort by last

My Contacts are Filed or sorted by last name
In a new email when I click on To...it openes my email addresses sorted by
first name. How can I change to get them sorted by last name?

Answer depends on your Outlook version which you failed to post.
Answer is also posted here daily. Find one that matches your version.

Then you will find this answer already posted here countless times:
Go to Tools E-mail accounts View or change existing directories or
address books Outlook Address Book Change. Set your sort order there
