Add Contacts is greyed out ... help!

Using Outlook 2003 connecting to Exchange 2003 mailboxes. Some Users are not
able to add contacts from the Global Address List. These are the steps that
they are taking ...

1.) On the Menu Bar, select Tools, then click Address Book
2.) In the “Show names from the”, be sure Global Address List is listed.
(You should now be able to see the Global Address List)
3.) Have them look for the contact(s) they would like to import to their
local contacts list, Right Click and select Add Contact
4.) Then Save & Close

At step 3 the "Add Contact" is greyed out ... they are not able to select
this option.

Any help would be great!!

Are these the same contacts that cannot be added to the user's AB? If yes,
what is unique about the contacts that cannot be added?
