Select all your contacts in the Contacts folder, then click ActionsNew Mesage
to Contact. That will put the list of addresses into the To field.
Right-click the field, choose Select All, then click the selection and drag it
to the BCC field.

Alternatively, use a mail merge. See Help in Outlook.
