Do I need to use an external add-in or should this already be enabled?

Not an Outlook question. Ask whoever supports your sync software.

It's possible, but most users use either a USB connection or Exchange
server for this.

I will explain with the assumption you are using a Windows Mobile phone
and running Windows XP.

If you are within Bluetooth range of your computer, you might as well
simply sync the phone through USB.

http://msdn.microsoft.com/en-us/library/bb159704.aspx explains it from
the developer's perspective. As you can see, it's an MSDN link, so it's
not really something I expect end users to read.

This http://www.htcwiki.com/page/Activesync+Via+Bluetooth explains it
from the end user perspective.

You'd probably need to install ActiveSync from the CD that came with
your Windows Mobile phone.

If you have Vista or Windows 7, use the Windows Mobile Device Center.

My preference is to sync with Exchange. Hosted Exchange accounts are
available from many sources, including Microsoft online services.
