Default Standard Signature and Stationery in Outlook 2003

My company wants to implement a standard signature format and stationery for
all users. The decision has been made to prevent access to stationery
templates other than the one selected by the company. How do I go about doing
this. We are using Outlook 2003 with Exchange Server 2003.
