Default How do I remove a toolbar from the standard outlook email template

I have a toolbar that I can't get out of my email template. I've tried
creating a new template and saving it with my chosen format, but you have to
access that template every time you start a new email, so it's not a
solution. I've tried to save the format as the main, standard template, but I
can't access it - it won't let me edit (or even see) the template format.
It's driving me crazy... any help?
