Default Importing .PST File into Outlook 2007 -- Says to Download Mail ite

I'm having a problem with the Outlook .PST file (from Outlook 2003)
that I'm trying to import into my current Outlook 2007

The .PST file that I imported has several sub-folders in it.

The problem is that I cannot open some of the mail items in the sub-folders,
because Outlook says it needs to be downloaded. I right-clicked on the
specific mail header (after the .PST file was fully imported), to download
the specific email message, but I still can't open it.

What am I doing wrong?

The .PST file was created in Outlook 2003.
