email account password will not retain after trying all posted res

I have done everyhting in this KB
http://support.microsoft.com/kb/290684

Yet I repeated get the same issue. Request for password. New PST, New
emeila ccount. Uninstall Outlook 2007. Running on a Dell Optiplex 320 XP
SP2 all current patches.

ANy ideas ?
