Default outlook email and outlook express

Are these the same? I am having an problems with 2002 Outlook mail.
Installation won't complete. Is Outlook Express 2003 easier. Can I install
that to override outlook email? I keep getting errors to Run regsvr32.exe
VBSCRIPT.DLL error code 0x80004005

I meant 2003 Outlook mail, NOT 2002

on Vista? Outlook 2003 should install ok... but so does Outlook 2002
(although it doesn't work perfectly).

They (OL and OE) are totally different and there is no Outlook Express 2003.
