Microsoft Outlook email - Outlook won't send emails

Outlook won't send emails

Recently outlook appears to be having some problems on our computer but they
appear to be isolated to my log in (computer has 2 log ins + admin). Now
when I push "Send" after typing an email nothing happens. I push
send/receive and whilst I still receive emails it won't send them.

I tried adding a new email account and whilst it allowed me to do that it
doesn't acknowledge it when sending/receiving.

I have tried repairing it both through control panel and through outlook
itself.

My rules wizard function has also disappeared. Does anyone know what's
going on?
