How do I set Outlook up to begin my reply after the question?
 

Surely in a product that's been around this long, there is a way to format it
so that the answer doesn't come before the question, and I'm just missing it.

Outlook is a "top posting" client. With HTML or Rich Text messages, there's
nothing you can do about it. For Plain Text, you can use this:
