Default MAPI WAS UNABLE TO LOAD THE INFO MSCON.DLL

I KEEP GETTING ERROR )MAPI WAS UNBALE TO LOAD THE INFORMATION SERVICE
MSCON.DLL any help on what to do i un installed and reinstalled the same
thing come up
