In outlook 03 I cannot send or receive - I get no errors and I see the
activity in the bottom right window - very fast and always says complete

I've checked to make sure my account is inthe send/receive list

Ive set up a POP account - the test settings work fine with no errors

I can get it to work with the same settings in Outlook Express

I've deleted the profile and created another and still the same proble.
I've reinstalled the app 3 times - still the same problem.

I've seleted .pst folders and created new ones - same problem

No email comes in no emails goes out - just sits in the outbox - no errors
