Default outlook message HTML links try to open in windows explorer. Why?

Outlook 2003

Clicking on a link in an email message tries to look for it in windows
explorer. The link will not go to internet explorer and go to the relevant
site. Why? How can I change this please?

Either browse to iexplorer.exe open IE and click ToolsInternet
OptionsProgramsReset Web Settings.

don't know how Outlook became corrupted in the first place!
