Set default for "Groups" for new folders to OFF -- not ON!

New folders created within Outlook have the View|Arrange by ...|Show in
Groups setting automatically turned ON. This setting wastes a lot of
*vertical* space in the View Pane. To me, it makes sense to allow users to
decide what the default value for this particular setting shoiuld be. Why?
Because it's a real nuisance having to change it every single time after a
new folder is created or copied from another source. Also, if someone desires
that the default value for this setting be OFF throughout all folders of a
mailbox, then there should be some way to set Options for this View value so
that this value will apply to all sub-folders beneath a certain folder, so
that any new sub-folders created beneath a folder with the value set to OFF
will inherit this characteristic.
