Can IE links be set to open in a new window instead of existing wi

Currently, my Internet Explorer links from Outlook open up in the last viewed
IE window. This sometimes conflicts with an existing program and locks me
out of my program. Can the settings be changed to specify that weblinks open
up in a completely new window? And if so, how do I do that?
