Default How do I lock a tool bar in place?

I have three toolbars on my Outlook. Two are small and could be positioned
side by side but if I do this they only stay that way until I log off. The
next time I start Outlook they are one below the other again. How do I lock
them in place?

outlook doesn't offer the ability to lock toolbars and some toolbars are
poorly written and are loading in a specific position on the toolbar, so
they wont stay in position.
