Default Outlook 2003 : Bookmark is not valid

When I try to configure Outlook 2003 for a normal user the assistant says
"the bookmark is not valid". The same happens if the user is member of the
local group Administrators.
But if the user is member of the Domain Admins I can configure the Outlook
2003 profile for that account.
I use Exchange 2003 SP2 with all security patches, DCs run on Windows 2003
SP1 with all ssecurity patches.
Can anyone help? Thanks in advance!
